Good to know before you start
- Who can fill it in: anyone who knows an applicant well, from personal contact or from work.
- The two applicants: Andrakay J. Pluid, a prosecutor in Boundary County, and David V. Nielsen, an attorney in Ada County.
- Is my name kept private? Not completely. The form has a cover sheet for your name, address and signature. The Commission says the cover sheet “will be detached from the completed questionnaire” and that “the confidentiality of your responses will be protected.” Your name is kept apart from your comments, but the court office will know who sent it.
- How long it takes: about 15 to 30 minutes. Write as much as you need; there is no limit.
- What you type stays on this phone or computer until you choose a way to send it in step 8. If you send it from your own email, it goes straight from you to the court. If you choose Send it for me, our mail helper emails it to the court for you. If you never confirm, it is deleted after 7 days.
- Using someone else’s phone or computer, or one at the library? When you are done, press Erase everything I typed at the bottom of this page.
This help page is not a court website. It fills in the Commission’s own questionnaire, word for word.
Who are you writing about?
Pick one. To write about both applicants, finish one form and send it, then come back, pick the other one, and send again.
How do you know the applicant?
On the form this box is called “Personal or professional experience with applicant upon which comments are based.”
Say how long you have known the applicant, and in what way: a neighbor, a family friend, you worked together, a case they handled, and so on.
There is no limit. Write as much as you need. The box grows as you type, and the form adds pages so every word is kept.
What should the Commission know?
On the form this box is called “Comments about applicant’s qualifications.”
Tips that make your comments count
- Tell what you saw or went through yourself.
- Be specific: what happened, about when, and what they did or said.
- If you hold a strong opinion, say so, and then say what happened that made you believe it. A specific event counts for much more than a label.
- Use your own words. Do not copy anyone else’s letter or comments.
What the Commission cares about most
The form lists these as most important for each applicant:
- integrity and moral courage
- legal ability and legal experience
- intelligence and wisdom
- being fair-minded and deliberate
- hard work and promptness in doing the job
- whether personal habits and outside activities fit a judge
- being courteous and considerate on the bench
Take all the room you need to tell your story. Nothing gets cut off: long comments carry on to more pages, marked “(continued)”.
Your name, address and email
Your name and address go on the cover sheet, which the Commission takes off before your comments are read. Please fill it in: the Commission asks for it “to assure proper evaluation of your response.”
You get a copy of everything that is sent to the court (a hidden copy, also called “Bcc”). If the court writes back, it comes here too. Your email address is not printed on the form.
Sign your name
On a phone, sign with your finger. On a computer, hold the mouse button down and write.
Look over your form
This is exactly what the court will get: the signed cover sheet first, then the questionnaire. It updates by itself whenever you change something above.
Want to change something? Press a button to go back to it. Your form updates by itself.
Look over the email
This is the email that goes with your form. You can change the message if you like.
Send it
Choose one way. Both send the same form and the same email. It must arrive by Friday, October 30, 2026.
Send it for me Easiest
Works with any email: Gmail, Yahoo, Outlook, CareConnect or any other. You do not need to attach anything.
- Press Send it for me.
- We email you a link at your email address. Open that email and press the link.
- Press Send it to the court now. Your form goes to the court, and you get a copy.
Nothing goes to the court until you press that last button. It is sent from questionnaire@idahosky.com, our helper address. If the court replies, the reply goes to you. At the end of your message we add this line:
This email was sent from questionnaire@idahosky.com at the request of your name, who confirmed it from your email address on (the day and time you confirm). Please reply to your name at that address.
Or send it from your own email
On this phone
- Press Email my form, then choose your email app (Mail, Gmail, Outlook or another). The form is attached for you.
- Press Copy next to the court’s address below. In the “To” line, press and hold, then choose Paste. Do the same for the subject and message. For your own copy, paste your email address into the “Bcc” line. (On some phones you first press “Cc/Bcc” or the small arrow next to “To” to see it.) Do not use the “Cc” line: the court would see it.
- Press Send.
On a computer
- Press Open Gmail if you use Gmail in a web browser, or Open my email program for any other email. Your form is saved into your Downloads folder, and a new email opens, already addressed, with your subject, your message and a hidden copy to you.
- Press the paper clip (Attach), open Downloads, and choose Public Questionnaire - Boundary County.pdf.
- Press Send.
If no email opens, start a new email yourself and use the Copy buttons below.
Make sure it arrived

Would you rather do it on paper?
- Print the blank form. It is 2 pages: the cover sheet, then the questionnaire.
- Fill it in clearly in ink. Need more room? Write on the back of the questionnaire page. The Commission says remarks there “will be read and discussed.”
- Print your name and address on the cover sheet, and sign it.
- Mail both pages no later than Monday, October 26, to:
Destry RandlesAfter Monday, take a clear photo of each page and email the photos to jrmckenzie@idcourts.gov instead.
